What is a balloon Dress? (In a nut shell)
The balloon dress or balloon skirt is two garment in one, first you have a straight skirt and next you have a gather skirt, your straight skirt will be about one or two inches shorter than your gather skirt, you gather the bottom and top of the material for the gather skirt (waist and hem) then you sew your straight skirt on the inside of the gather skirt like a facing starting at the bottom and turn out pulling the bottom up giving it a balloon look.
How to make a balloon?
I make this Balloon dress for my daughter and lay out the instruction, first I make my Pattern from news paper, follow this link to make you basic bodice pattern Foundation and this link for Fitted bodice drafting this link for skirt pattern.

The image below will show you how to shade your pattern to get the top of this style.

Pattern Pieces
Raise your front and back bodice armhole about 1 inch and mark across. Mark strap as shown
to desire width. Blue shaded area show your Pattern pieces
Add 1-1/2 inch to the center back for button or zipper and ¾ inch seams all around (or place on your material and cut with seams and button allowance).
Center front is cut on fold

Sewing your balloon skirt:
Cut your gather shirt as show using desired measurement, for size 10 I use length 15 inch by 45 inches wide

Sew your straight skirt as normal leaving off the waist band and the hem,
(Straight skirt will act as a lining)
Join the back of your gather skirt leaving zip opening, gather top and bottom, (run two row gather thread for full gather look)

Join skirt sides be sure to get the hip measurement to the bottom or a measurement that will allow free walking space.
Join band for the skirt bottom and fit around the bottom of the gather, then fit the bottom of the straight skirt around on top the band turning the right side up, sew all three part around and turn out. (Follow picture instructions)

Sewing dress top: first join the shoulder straps at the shoulder and sew both sides, turn out and hem, attach straps to the to of your bodice front and back place the facing on top and sew, turn over and join the sides, sew darts.

This style has a built in waist band, sew waist band unto the skirt and join the top to the bottom.

Lots of styles from the 60th, 70th. and 80th are coming back in this 21th Century, the balloon dress is one of those style

Preliminary steps
In order to make patterns for jackets or coats, a foundation must first he made for the front, back and sleeve. this can be accomplished quite simply by using the following steps:
1.draft the filled waist foundation
2.after completing the draft of the front and back, use it as a guide to draft the dress foundation [hip length]
3.finally, draft the dress sleeve foundation
4.these are the preliminary steps necessary before making the jacket or coat foundations

The jacket foundation
All jackets which are worn over a blouse or dress require extra ease allowance around bust, waist, hip, neck and arm. by lowering the neck line 1/8”, this will automatically increase the neck edge to the correct size [about 1/2" larger than dress neck edge]. the armhole must be lowered at least 1/2″ to give the necessary comfort when jacket is worn over blouse or dress. sleeve should be made about 1” larger around muscle and elbow and about 1/2″ longer than dress sleeve, measuring from cap to wrist.

The coat foundation
Coats should be made large enough so that when worn over a dress it will fit comfortably and at the same time, represent the correct size. therefore, the ease allowance around the body and arm, and the depth of armhole, should be proportionately greater than that of the jacket foundation. the method as shown on the page
Jacket with notch collar
indicates the minimum ease allowance which is suitable for the fitted coat, such as the reefer or princess coat. the box-coat, however, requires extra ease around bust and hip, and often a slightly deeper armhole. this type of coat can be worn over a suit.

Bra Pattern Style 1-C-CUP

1 and 2
Using the revised dress foundation to waist line only, close up the side dart in front; then reduce width of front at side seam by dotted lines in diagram 2.
3) Reduce width of back at side seam; then draft bra front and back as shown by dotted lines.
Shift side seam, 1-1/2” forward, and mark sections A-B-C; then combine them as shown in diagram 4. Make shoulder straps 1/2″ wide.

Draft front band as indicated and mark sections
D and E; then, for closer fit at lower part of front and band, make waist dart, 1” wider [1/2” on each side of dart] as shown by dotted lines. Separate the band from front; then combine section D and E as shown in diagram 5. [Triangular inset at side of band may be made of elastic, to revive the lower edge stain, when breathing]. Join front and back shoulder straps, adding 2” for adjustment; then make strap double, as shown in diagram 5.
5 For 2-piece front, draw seam line across, from center of side seam to the middle of center front line; then separate as shown in diagram 6.

6 and 7
For 1” extra length over the bust, add 1/2″ to each front section at breast point, to nothing at front and side edges as shown by dotted lines. For closer fit at upper edge of front, make reduction in 2 places as indicated. Mark sections F-G-H-I-J; then close up the upper and lower front sections as shown in diagram 7.
8 To complete pattern, add seams and make matching notches.

HOW TO ADJUST ‘C-CUP’ BRA PATTERN, TO AN ‘A’, ‘B’ or ‘D-CUP’
For the B-CUP BRA, shorten back, 1/2″ at side seam [1/4” at point A and 1/4" at point C, to nothing at points B and D]; then make front sections, 1/2″ shorter [1/4” at each seam] between points E-F and G-H as shown by dotted lines. For the A-CUP BRA, shorten back and front sections, twice the amount described above for the B-CUP BRA. For the figure with prominent bust, [usually required the D-CUP BRA], lengthen instead shorten, the same amount and in the same area, as described above for the B-CUP BRA.
